Explanation:
as for "Handstulpen" - they are called "forearm warmers" and look like fingerless gloves with a rather long sleeve/cuff or whatever the part of the glove that extends over your wrist is called
I talked to a (US) friend of mine about this only a couple of days ago - he complained about the fact that his daughter is running around with those things and, in fact, wants a knitting kit for Xmas to be able make them herself.

As far as the "Netz" part is concerned, the item described is clearly not intended to keep something warm but, honestly, I don't know how to incorporate the "fish-net" part into the concept of forearm warmers
May be you could go with sth along the lines of "see-through", "transparent", "provocative" or just plain and simple "sexy"???
