Perhaps the text refers to the poppint our or angular displacement of pipes under certain conditions (and the prevention thereof or protection therefrom). Not so sure about this, I found it on a bilingual website, but it was a German one and didn't have anything to do with sailing.
Almost all google hits for the German word are on...nuclear power stations!

pipe whip restraints


Explanation:
This expression has a unique equivalent in English, called 'pipe whip restraint'. It is a device constructed around a pipe but not in contact with the pipe. Its function is to prevent damage from 'pipe whip', that is the uncontrolled motion of the ruptured pipe segments after rupture, caused by the dynamic forces of the outflowing fluid. The pipe whip restraint, hence, does not anchor the pipe - that is the function of the anchors and supports. Pipe rupture can either be caused by internal defects (cracks) or external forces, such as seismic loads, that go beyond the design basis of the pipe and its supports.
Pipe whip restraints are widely used in nuclear power plants. Improvement of pipe design and in-service inspection has led to the concept of 'basic safety' (German: Basissicherheit, see 'RSK Leitlinien'), which eliminates the need for the restraints for those pipes that meet the requirements.
