This appeared in the following sentence to justify a supplementary payment homeowners had to make after 2014:

"Zudem sind die angefallenen Stromkosten mit hohen Abschlagsschätzwerten für das Wohngebäude seitens der VXXXX [energy company] für das Jahr 2014 angesetzt worden."

If anyone can explain the situation clearly, I would appreciate it. I'm guessing "estimated reduced value", but am not sure how this justifies a subsequent payment.

Explanation:
Electricity costs are estimated in advance and usually paid on a monthly basis. In this case i imagine they had previously been estimated too low as the price of electricity rose so steeply and will now need to be raised to cover the estimated amount.
