I also don’t think they mean ‘noch’ in the sense of 'there were still as many as' 35%/19%/9%/8.5%. They are simply expressing that the state of affair continues, albeit with a downward trajectory. Cf. noch. drückt aus, dass ein Zustand, Vorgang weiterhin anhält [aber möglicherweise bald beendet sein wird]: sie ist n. wach (Duden). The English 'still' on the other hand does suggest that the authors believe these figures to be too high still; I'd therefore leave it out. |
