German term or phrase: moralisch noch ungefestigt
Same text, a bit later on:

"Outlaws jaulen oft Lieder in die Nacht hinaus, in denen sie sich als freiheitsliebende Revoluzzer stilisieren. Bei unerfagren, *moralisch noch ungefestigten* Welpen schinden solche Gesänge mächtig Eindruck..."

I've got "not yet morally established" but I don't like it much! Any suggestions gratefully received.

Explanation:
Afraid I haven't followed your previous posts, so I'm not sure what to make of the puppies. But that is not your question here.

maybe \"morally still wobbly\" because of them being \"Welpen\".

BTW, \"pup\" (short for puppy, but often used for young men) would be an authentic translation for \"Welpen\" here.
\"These kinds of songs have a powerful influence on inexperienced pups, still morally adrift (or immature or undeveloped), ...\"

...if the client can get over the similarity to \"Pups\" ;)
