For the UK at least, a broad term would be "election mailing" and the specific term for candidates'/parties' leaflets saying "please vote for us" is "election address".

Also note that it is best to avoid any combination starting with "general election", as this could be understood in many countries as relating to just that (a "general election" is a nationwide election to all seats of a national parliament).
