"Falsche Motivansprache" is one of the reasons for objection which arise in the course of negotiations. Other terms in the list include: Lack of knowledge, lack of conviction, prejudice etc.

I had written "incorrect assessment of motives", but am not at all happy with that.

Any ideas or suggestions very much appreciated.

maybe one of these variations would work. I agree that it refers to misreading the counterpart's point of view.

along the lines of "nicht auf die (wahren) Bedürfnisse eingehen", auf das was für den Kunden (if applicable) wichtig/vorteilhaft ist, nicht für mich, nach dem Motto: "der Köder muß dem Fisch schmecken, nicht dem Angler!"
