In my experience (and, in my day job, I have been on several review teams), the main point is to point out problems. In software, the earlier a problem is found, the cheaper it is to fix.
The work of the review team can be seen as supportive, but it does not keep the Leiter on track. Rather, it shows where the problems might be (from the teams point of view).

Der project leader ist offensichtlich in dem design review process involviert, indem er selbst Hand anlegt. so verstehe ich das zumindest, denn wovon sonst sollte er entlastet werden ??

I see what you mean. Would it not be possible, depending on one's viewpoint, to interpret the process you describe as one that can be supportive of the PM's activities by keeping him/her on track?

Would it be possible that the project leader is "credited" for his report and then can move on to the next stage? It`s a bit lateral but might suit the context.

In my experience, review teams never do any of the real work, which is why I moved away from support. They look over what has been done, what still needs to be done and then issues a report on all the shortcomings or good points of the project being reviewed. Again, they never do any real work, just assess and report.

I like your own phrase but understand entlasten here to mean support rather than approval as the latter might IMHO imply a hierarchy.

It isn't negative so it must be positive. At first I also thought of discharged but the logic just doesn't follow - it's a review process and they won't be switching leaders every step.

It might depend on the rest of the context - negative/positive? The project leader could be "discharged" from the responsibilities if it is in a negative situation.
