Explanation:
You've got the right idea - it's talking about different functions which shouldn't be the responsibility of one (i.e. the same) person.

You could try something like "which should never be the responsiblity of the same person" - you need to be sure that the reader is clear that functions need to be divided between different people, not just that there needs to be more than one person (which is subtly different, if all the second person does is join the first person in having responsbility for the whole lot)
