I decided "transfer" was the safest translation. I did take David's advice and I got the agency to ask the company what they meant. Noone there had the slightest idea but they said they would try and find the person who had written the text. In the meantime however I got a message saying the translation was needed immediately and so I am afraid we will never know who these “Übergegangene” are.

Explanation:
I think this is more likely in the given context; I think another word altogether could/would have been used to denote "employees transferred away". This is another case where I personally would advise you to seek clarification from the customer - I certainly would. This type of shorthand note lends itself so well to being misunderstood; the company may have fixed, special arrangements for employees who ARE actually promoted; here they may well be meaning "those who are not".

In an internal type of note like this, I suggest there will be little by way of confirmation available on the web, hence my comment to Gerhard; and hance also my lack of references - they cannot prove anything here, IMO, and that\'s why I\'d ask....

Thanks to silfilla, it is clear that this should be \"employees who have transferred\" and not \"transferred employees\". The latter would I think be \"versetzte(r) Mitarbeiter\".

agree  silfilla: [...] the German would be *übergangen* but it isn't; the German is *überGEgangen*=transferred // right German word; refers to employees transferred from xxx to yyy icw a merger or the like :-) // agree with correction posted whenever :-)
