This is relating to semi-retirement. The employee can choose to work half of his/her usual weekly hours or use "Blockbildung" to work full time at certain times of year and not work at all at other times.

It's just a heading in my text, but I found the following sentence online that sheds a bit more light on the term:

"Möglich ist z. B. eine Blockbildung dergestalt, dass der Beamte während der ersten Hälfte der Altersteilzeitbeschäftigung im vollen Umfang der regelmäßigen Arbeitszeit tätig und in der zweiten Hälfte vollständig vom Dienst freigestellt ist."

I understand the concept, I just can't think what this would be called in English.
