agree  jccantrell: policy or practice would be the term in the USA. But I might put it "internal policy for ..." to show it is an internal policy, not internal leave.

Explanation:
Short and sweet; I think your internal company procedures manual would want a heading like this (it IS a heading, isn't it?). It also covers ALL absence (Absenz) where "leave" is usually "Urlaub", I'd say...
