I have the impression that this sentence is flawed, in particularly where it says: "..gemessen am BIP im Jahre 2005, dank zusätzlicher öffentlicher Kredite...".

In my opinion, the author wanted to say something like this:

**Da sich das BIP um 2,5 Prozent erhöht, bedeutet dies, dass sich der Anteil an Forschungsausgaben im Jahre 2005 ebenfalls erhöhen wird, zumal zusätzliche öffentliche Kredite zur Vergügung stehen werden, so der französische Forschungsminister François d’Aubert**.

Based on this assumption, my translation reads as follows:

Within the backdrop of a 2.5 percent growth of GNP and thanks to additional public funding, research spending will also increase in 2005, according to the
French Research Minister François d’Aubert

I would say "against the backdrop" and not "within the backdrop".

My own version would be:
According to the French Minister of Education and Research, since the GNP will increase by 2.5%, this means that the proportion of research expenditure will also increase, thanks to additional public funding encouraged by the 2005 GNP figure.

1) budget for research is going up by 1 billion Euros (10% more compared to the previous year)
2) the GDP is going up by 2.5%
the relative proportion of GDP spent on research is going up, not just along the lines of the GDP growth.
