The text discusses various developments in transportation sysems, this time in fairways, in a political context.

Die letzte im Dezember 1999 abgeschlossene Fahrrinnenanpassung, die im tide-unabhängigen Verkehr einen Maximaltiefgang von 12,80 Meter zulässt, hat erhebliche Verbesserungen gebracht.

channel adjustment
Explanation:
I checked 'Fahrrinne' on Eurodicautom and 'channel' is given as the appropriate translation for 'Building - Civil Engineering (BA)
Transport (TR)'.
If you check for "channel adjustment" on google, you will see that there is a lot of geographical and topological research on this subject.

modification of the waterway(s)

Explanation:
I have seen that fairway is one translation of Fahrrinne, but isn't waterway perhaps less ambiguous? In any case the issue is about having a maximum depth of 12.8m in such waterways. To achieve this I am sure that the waterways would have had to have been modified.
