In jedem Bundesstaat besteht ein natürliches Spannungsverhältnis zwischen dem Gesamtstaat und den Gliedstaaten. Bund und Länder sind bemüht, ihre eigene Position zu behaupten und möglichst zu stärken, ihre Rechte voll auszuschöpfen und vielleicht auch auszudehnen. Bundestag und Bundesregierung sind in diesem Zusammenhang die *Zentralinstanzen*, denen das Grundgesetz als Gegengewicht den Bundesrat als "föderatives Bundesorgan" zugeordnet hat. Der Bundesrat hat vor allem die "Interessen der Länder" auf Bundesebene zu wahren, sie aber auch in Einklang mit den Belangen des Bundes zu bringen.
