Obviously lots of options here, but haven't been able to think of a very good one yet.
TIA for your help.

you may as well keep the author happy with something like this or other options like milieu, global political environment, geopolitical inscenation or the global political stage.

agree  TonyTK: "Statement (of intent)" certainly; "gesture" sounds a bit twee. Maybe even "exercise in geop. stagecraft", although that (like some of the other suggestions) sounds rather contrived..

agree  Horst Huber (X): I would forget about "statement of intent" --- and on this side of the drink people might call it "posturing"? "That said", I might say that the author seems to underestimate what impact the wall had at the time.

(geo)political posture

Explanation:
The Aussiedlerpolitik was a (geo)political posture and so was the erection of the wall. The notion of political posturing (or even grandstanding) is the key ingredient here that's reflected in "Inszenierung." Compare with link below:

"From the time of the establishment of the Federal Republic of Germany in 1949 its leaders have welcomed Germans from East Germany and assisted ethnic Germans living (Aussiedler) in the
communist countries of Central Europe and the Soviet Union to return to the homeland.1 This was primarily a political posture reflecting a deep-rooted pan-German sentiment and at the same time an expedient policy to undermine the legitimacy of the East German regime by attracting its population to desert."

neutral  Lancashireman: posturing: false behaviour in order to impress or deceive people http://www.collinsdictionary.com/dictionary/english/posturin...

-> You’re being too literalist here. If I had to rely on dictionaries to provide adequate translations, I’d be up the creek without a paddle..

agree  Horst Huber (X): Pace Collins, the notion of deceit does not seem to be the main thought on the mind of people who use the word here. Pretense might be closer. Yes, the noun is usually "posturing", not "posture".

-> I preferred "posturing", too, but forgot because the quote was so on target context-wise. Dictionaries don’t “know” anything. It’s living language that counts...
