  -> Federal; depends on the state in question;but your 'state' without qualification refers to a 'state' as in 'nation', which definitely isn't meant
neutral  Colin Rowe: "Regional", possibly. "District" sounds too local. "Federal" implies a minister in the Bundesregierung, i.e. the national government. // In Austria, "federal" govt. refers to the national govt., not that of the individual states (Länder).

Except in certain areas, such as the EU and other international bodies, there's no "allgemeingültige Übersetzung" for anything.

A Landesrat is a member of a state government in Austria. You can translate it however you like, but "state councillor" seems an obvious choice.

"Wirtschaft" can be a tricky one to translate because it can also mean the economy, as in collecting taxes and balancing the books. This list of news items put out by Dr Buchmann's department shows that "industry" is more appropriate here - they're about encouraging job creation, subsidies for businesses moving to the state, and so on.
