Unter diesem Schwellenwert ist eine nationale Ausschreibung im „amtlichen Lieferanzeiger“ vorgesehen.

This is referring to bidding processes for EU projects. Over a certain limit you have to invite bids from across the EU but under a certain level it only needs to be advertised nationally in the "amtliche Leiferanzeige".
