Ministerien werden immer mal wieder umbenannt. Je nach der gerade amtierenden Koalitionsregierung und den gewünschten Schwerpunktbildungen und/oder Machtzuwachs im jeweiligen Ressort.
Die genannte Quelle gibt in etwa auch das wieder, was ich in Erinnerung hatte: Es war bis etwa 1998 (erste Schröder-Regierung) Bundesministerium für Verkehr. Dann Verkehr, Bau und Wohnungswesen (sh. Quelle).
Was dort nicht geschrieben steht: Auch die Funktion "Aufbau Ost" wurde zeitweise im Ministeriumsnamen genannt.

I'm beginning to wonder whether it is that after all. With the date 1993, it might be unlikely. It's not Ministerium für Volksbildung, anyway!

Asker: Yes, that's the document I am translating. Unfortunately, the second instance of "MfV" is in exactly the same context as the first instance, so I'm none the wiser. Thanks for your efforts, anyway.

Asker: Sorry, just realised what you were getting at there. Saw it on my Blackberry and it didn't click. They refer to it as both "MfW" and "MfV". Thank you, Phil.

Asker: After further Googling, I'm pretty sure that MfV is the more likely candidate and that this is a typ in the original (see Ellen's comments above). Sharp eyes, though. And thanks, again.
