Amongst a list of subjects in political science - This has been aksed before but I am confused as there are a lot of disagrees. The German student calls it 'legislature' which doesn't seem right to me.

agree  Steffen Walter: Either is correct. Legislature seems inappropriate as it relates only to "Gesetzgebung/gesetzgeberisches Organ" or similar whereas, IMHO, the process of "Willensbildung" precedes the legislative act as such.
