I think this is the most adequate solution for the sentence and the context. I think 'autonomy' would be better here since it sounds a bit "more political" to my German ears :)

‘Hoheit’ may work in German but ‘sovereignty’ is entirely the wrong term to use in the case of federal structures where powers are ‘devolved’ from the centre.

Here is a parallel from the UK. The SNP are currently the majority 'Fraktion' in the Scottish parliament. They are able to exercise devolved powers but aspire ultimately to independence. Meanwhile, 'sovereignty' resides with the British parliament and, theoretically, with QEII.

agree  Lancashireman: 'Cultural autonomy' still sounds translated to my ears but is infinitely preferable to the versions containing 'sovereignty'. Steffili would no doubt appreciate it if the endorsing peers would explain their rationale rather than simply clicking on 'agree'
