For my translation, the term is in an academic paper on the topic of the liberalization, i.e. opening of the market to competition by deregulating natural monopolies, of natural gas and electricity companies.

The sentence in which it is used is the following:

Ziel der Liberalisierung ist es, die rechtlichen Rahmenbedingungen für einen freien Markt zu schaffen, auf dem die Warenfreiheit als Grundfreiheit in vollem Maße zur Geltung kommen kann.
