German term or phrase: bewusstseinsmäßige Voraussetzungen
I am translating an introduction to political foundations in Germany. Their role is described in the following terms. Most of the sentence is clear to me but I am a bit stuck with bewustseinsmäsigen Voraussetzungen-all help and suggestions appreciated. Yorick Jenkins.

Here is the full sentence:

"Er (their special position) Er betrifft im Kern die Demokratieförderung und hat damit die politische Dimension interner, entwicklungsfördernder Rahmenbedingungen in den Partnerländern und die Stärkung der hierfür relevanten Akteure und Institutionen, Verfahren und Normen sowie ihre **bewußtseinsmäßigen Voraussetzungen** zum Gegenstand."

attitudinal factors
Explanation:
I think this is Bewußtsein in the sense of "awareness", but perhaps better translated here as "attitude" or "attitudinal" - I think it is saying that Demokratieförderung involves, among other things, developing the right mindset/attitude in the countries or communities that you're dealing with.

Mental is problematic and consciousness has inevitable Marxist connotations in my mind. As you can see, I chose my own expression but the use of "attitudinal"/"attitude" got me thinking in the direction I took. Many thanks to everyone for their suggestions.

Explanation:
Nothing with "consciousness" works, so I think "mental" would do it, in context.

Explanation:
I don't fully understand the context from your excerpt but would like to throw in 'mental preparedness' in case it does fit.

agree  Annett Kottek (X): I think 'political consciousness' is right, but I read it more as what level of ∼ must be attained/is prerequisite if those institutions etc. are to be successful (i.e. NOT how to get a ∼). Cf. http://en.wikipedia.org/wiki/Political_consciousness

-> I see this as a progression beginning with the most concrete: politicians (political protagonists). Then come institutions and processes. And finally people's values, norms and attitudes that make for a functional democracy.

bewußtseinsmäßigen Voraussetzungen
preconditions for entering into the political consciousness

Explanation:
I took a look at the answers already proposed and tried to find a good compromise between them. I like preconditions and political consciousness is a term that seems relevant here.
