In December 2006, a decision was made at the European level that every company should have the opportunity to offer its services all over Europe; this decision came to be known as the EU Services Directive. Separately, another initive has recently kicked off in Germany called the Standardized Citizens Service Line D 115, the intention being to offer a single number that German citizens can dial and be able to make all types of enquires on public services.

People living in Berlin who wish to apply for a new passport, fix a date for the marriage license bureau or register a new commercial enterprise all use the same telephone number, namely 030/900. To ensure that the rest of Germany will soon likewise have its own nationwide single phone number – namely D115 – and that callers will immediately be put through to the correct contact at the required authority, Siemens has set up professionally organized local service centers, not only in Berlin, site of the main project, but also in Cologne, Hamburg and Karlsruhe. Statistics show that 80 percent of calls to public authorities in Germany take place at local level, but only a small minority of callers are actually successful in being connected immediately to the person they need for their specific query. This situation will be improved by the D115 number. Sophisticated technology in the front office takes the caller straight to the correct contact or forwards the call as quickly as possible. To ensure that this system works across the board, it is planned to combine the various service units currently distributed over local, state and federal locations in a single intelligent network.

disagree  dkfmmuc: Sorry this is untrue: The old style 110 and 112 emergency phone numbers are still used. Some years ago it was only a bit confusion if the red cross should use their own nr. Didn't remind it exactly but it was of the type ??222. Hope this helps,

neutral  Birgit Gläser: The background sounds plausible, but "D115" can not be the phone number proper as we do not use letter dialing (e.g. call 1-800-LAWYER) in Germany.

Explanation:
This is the official term used on their website d115.de which is owned by the German Department of Interior.

Citizens should call this number if they have any questions. Is part of the process to revaluate the government's activities and settle them higher in the opinion of the people. Therefore a number was used which is near to the "classic" emergency toll-free numbers for police 110 and fire-brigade/red cross/ambulance 112
