Explanation:
According to google, the word you posted does not appear on the Internet, so it must surely be a word made up from "Kulisse", as in background, and "ministerium". Since "shadow ministry" appears to be an OZ term *more or less* a parallel with "shadow cabinet", I think this may well be what was actually meant, though I can't be sure. Then the "Kulisse" in the following line might well be "the figures in the background (at the ministry)".

Shadow (in GB terms implies official oppostion ) not so here.
Mysterious implies an official statement, but who knows where from, which I think is what is implied here.

Just an idea, which I would not like to debate
