recital (in the preamble) Explanation: I hesitate slightly to offer "recital" as the translation of "Erwägungsgrundsatz" because in all the German texts I translate these are referred to as "Erwägungsgrund". But just for info, in English this first part of a Directive is known as the preamble and the numbered headings under the "whereas" are known as recitals. If you go to the website of the Court of Justice and take a random case with the word "Erwägungsgrund" in the text, you will see "recital" in the English translation.
