agree  Paul Skidmore: without further context "impact of" would certainly fit. It is almost redundant: "Paradigm shift brought about by national and international legislation and case-law"

Was ist daran nicht in Ordnung? - Am ehesten würde man noch 'formative' weglassen können - Deutsch ist manchmal so gestelzt und aufgebläht! - und einfach schreiben:

... oder 'impact of' (s. Jonathan's suggestion!)
