zeitlich, qualitativ und leistungsmäßig umfassende comprehensive round-the-clock care packages Explanation: My off-the-top-of-my-head response would be to say something like "... with hospitals that respond to [local] need by providing a full range of round-the-clock care packages in accordance with performance contracts" I've assumed that "zeitlich umfassend" means "24-hour" or "round the clock". Leistungsmässig umfassend presumably means "covering the whole range of services", so "comprehensive" would seem to see to that. Qualitativ umfassend throws me a bit, but I would have thought that is was covered by comprehensive too. |

zeitlich, qualitativ und leistungsmäßig umfassende (meet the needs of the population for) timely, comprehensive, high-quality health services. Explanation: Political hot air, I think. "Qualitativ umfassend" to me just means "high quality" (not the full range of quality from good to bad). "Zeitlich umfassend" describes availability when and as needed, in practice that means 24-hour availability as Armorel suggested. I agree with Armorel on "leistungsmäßig umfassend" = "comprehensive". |
