Can't seem to google Ringe without 99% of the results being Lord of the Rings. Anyone know what Ringe is in this context and how to fit kriegsbedingte in there?

Als mit dem Ausbruch des Zweiten Weltkrieges das Phoebus-Kartell praktisch seine Wirkung verloren hatte, trat an seine Stelle die Gemeinschaft elektrischer Lampen. Das neue Kartell wurde 1942 zur Ordnung des Marktes für Deutschland und seine Verbündeten geschaffen. Vorsitzender war Dr.-Ing. Heinrich Freiberger. Die Gemeinschaft fasste alle Lampenhersteller und Großhändler zusammen, und sie erließ eine Marktordnung. In Zusammenarbeit mit den *kriegsbedingten technischen Organisationen der Ringe* und Ausschlüsse wurde eine starke Typenkürzung durchgeführt, die bessere Wirtschaftlichkeit der Herstellung und bessere Materialausnutzung brachte. So wurde erreicht, dass während des ganzen Krieges darauf verzichtet werden konnte, Glühlampen zu bewirtschaften. OSRAM war in den Organen der Gemeinschaft elektrischer Lampen führend vertreten.

The new cartel was created in 1942 to order the market for Germany and its allies. The chairman was Dr.-Ing. Heinrich Freiberger. The group brought together all lamp manufacturers and wholesalers and decreed a market order. In collaboration with the technical organisations of the *Ringe and committees brought about by the war*, the range of products was drastically reduced, which brought improved cost effectiveness in the manufacture and better utilisation of materials. Hence it had been achieved to be able to abstain from bewirtschaften incandescent lights throughout the entire war.

I don't think there's any great mystery here - your text already makes a number of references to cartels and I think Ringe is just being used as a different name for the same thing.

The Oxford Dict. gives one of the definitions of ring as: a combination of traders, bookmakers, spies, politicians,etc. acting together usu. illicitly for the control of operations or profit - which amounts to much the same thing as a cartel.

Explanation:
"Syndicate" ist die wörtliche Übersetzung und ich finde sie sehr passend in diesem Zusammenhang. Hatte damals auch noch nicht den "Unterwelt"-Anstrich. Mit "war-based" bin ich noch nicht so sehr glücklich, aber es ist nach Mitternacht und ich muss noch arbeiten...

agree  Frosty: Quite correct. Ring prices is also used in English - I first came across it in the 60`s, in connection with British Army tendering procedures - to denote exorbitant prices fixed by a cartel.
