rings/cartels formed because of the war Explanation: I don't think there's any great mystery here - your text already makes a number of references to cartels and I think Ringe is just being used as a different name for the same thing. The Oxford Dict. gives one of the definitions of ring as: a combination of traders, bookmakers, spies, politicians,etc. acting together usu. illicitly for the control of operations or profit - which amounts to much the same thing as a cartel. |
