From the 1st Link:

The EU Savings Tax Directive coordinating the taxation of private investors' cross-border savings income will come into effect on July 1, 2005. The last hurdle was in Switzerland. It was surmounted on March 31, 2005 when the Swiss deadline for calling a referendum on the bilateral tax agreement struck with the EU lapsed and the agreement's ratification was sealed. There had been a risk that the Swiss would put the issue to a referendum that might have scuppered their agreement and thus the EU directive. Austria, Belgium and Luxembourg had insisted on "equivalent measures" (i.e. a withholding tax or automatic exchange of information) to be applied by important third countries, especially Switzerland, and dependent territories (e.g. the Channel Islands). The ECOFIN Council had reached political unanimity on the EU Savings Tax Directive back in June 2003, but it did not conclude that equivalent taxation measures had been agreed with third countries until June 2004. ---> The originally planned start date of the directive was January 1, 2005, but it had to be delayed owing to problems with the timetable for ratification in Switzerland.

On 3 June 2003 , the Council adopted the Directive on taxation of savings income in the form of interest payments (Council Directive 2003/48/EC - see IP/03/787). This measure forms one of the elements of the \"Tax Package\" aimed at tackling harmful tax competition in the Community. On 19 July 2004 , the Council adopted a Decision establishing the application date of 1 July 2005 (Council Decision 2004/587/EC). http://europa.eu.int/comm/taxation_customs/taxation/personal...

EU Savings Directive

Explanation:

Many pieces of EU legislation have an official name and a colloquial name. Once you are sure of the official number (2003/48/EG or 2003/48/EC depending on the language) you can find the official name in any language on EurLex (http://europa.eu.int/eur-lex/lex/RECH_menu.do) and the colloquial name by googling the number.

neutral  VerenaH (X): comment: Hello - for the glossary I entered the term w/ "tax" in it. Your suggestion will also show up in a search for "Zinsrichtlinie". Google hits btw for the two terms show 2750 (w tax) vs 646 (w/out tax). THX for the link.

-> I guess both of us are right. ZinsSTEUERrichtlinie also exists, only it is not very common (9,000 hits against 182). Your "Savings TAX Directive" does a better job, however, because the directive is about taxing savings.
