... is a standing technical term in the US (Google for it, lots of explanations), which uses the very same imagery. I venture to think that the German term "durchgestochen" is a translation of the American "pierced".

I think the "direct-line" and "layer-piercing" proposals are more accurate than "transparent", because the only one with greater than normal access in this system is the group CFO. Even saying that things are more "transparent" for him or her is questionable, because he could still get access through his own controlling department in the conventional system. It is only a formality which has been done away with, albeit one which may be dear to some division heads.

quite often you will find the text you are working on is on the Internet - the client simply does not think to tell you. I always look first and often find plenty of reference material that way, even sometimes an actual english translation! a case of the right hand not knowing what the left hand was up to ;)

I think transparent is along the right lines, but it also implies a flat hierarchy. Here is another example:
Denken Sie an die früheren Strukturen mit all ihren Zwischenebenen: Zentralvorstand, Vorstand, Geschäftsbereiche, Betreuer unterhalb der Geschäftsbereiche. Das ist heute anders. Es gibt direkte, persönliche Verantwortung. Die Organisation ist durchgestochen.

I agree the German term sounds a little odd but the imagery is on the mark. Penetrating or piercing through the layers. Structurally similar to the English phrase "cutting through red tape"
