I have a good one:
XXX befasst sich mit dem sicheren Datenaustausch zwischen verschiedenen ***Administrationen*** (Gemeinden, Kantonen oder Ländern)

Now what shall I call them? "administrations" doesn't work, since this would suggest different governments (at least in the US).

agencies?, offices?...

I know everyone agreed with Neil...so don't hit me :-)

But "government agencies" really worked best in my context.

I did use "among" as Neil suggested, but unfortunatly the points cannot be split up.

this would at least cover the exchange of data between municipalities, Kantonen and countries. I would use "among" to convey the idea that the exchange would also occur between two municipalities, or two Kantonen. So the sentence would be:

XXX has been assigned to handle secure data transfer among the various levels of government.
