This term is used in a text about potential explosive mixtures forming during spot repairs in spray painting booths (i.e. imperfections in the paintwork of new cars are put right). The booth has a ventilation system working from top to bottom. Here they use the term überdecken when talking about the flow of air produced by the booth extraction system and the flow of air produced by the paint gun:

it's almost like a layer of paint although here it refers to air streams.What it really means to me is "overpower" meaning the airstream from above becomes so strong that the airstream from the paint gun which would rise cannot rise any longer but is forced downward to the air shafts on the floor.

Explanation:
I think that the German term should be überschreiten - namely the speed of one airstream exceeds the speed of the airstream induced by the spray gun - or not. In this case the mixture goes into the down draft to the floor of the painting booth.
