@ hazmatgerman: According to the source cited, this seems to be a discount that Volkswagen is passing on to the dealerships as far as key accounts (big corporates, car rental co.s etc.) are concerned (presumably not as a cash payment to the dealerships but by lowering the Volkswagen list price).
