sized/sealed surface
Explanation:
... applying size to a wall or ceiling prior to papering prevents wallpaper shrinkage. This avoids the horrid gaps that can appear between each hung length once the paste has dried. With new plaster the shrinkage problem increases because new plaster will suck the life out of wallpaper if the plaster isn’t sealed before doing anything with it.

a substrate that has been blocked (from transmitting moisture)

Explanation:
...ein abgesperrter oder nicht richtig vorbehandelter Untergrund
...a substrate that has been blocked (from transmitting moisture) or incorrect/improper pretreatment of the substrate

Wood flooring can be a great option over concrete as long as the concrete substrate meets the requirements of the wood flooring. Concrete substrates must be blocked from transmitting moisture and they must be clean and flat.
