Wonder if it could be "Agriculture and Forestry" (usually La. Fo., I think) as those dump trucks are used by local authorities and various sectors of industry. (That guess could be even wilder than I thought).

As far as I know, vehicles used for agriculture or forestry are subject to different tax rates and have green number plates (in Germany).
