This is the reference. However, it would make more sense to me if they could be mowed, for example, once or twice per year (once or twice ever would not make sense).

I found verification that it means how many times per year the lawn can be mowed, but it is a .pdf document and I don't know how to put it here.

Explanation:
I am essentially agreeing with Astrid, who as first answerer should get the points (if you decide to go with this choice), but what they are talking about is cutting hay. Depending on the climate, growing season, type of forage, whether one uses it for grazing, etc., one normally can get one to two cuttings of hay out of a typical meadow, "Heu" is the first cut and "Grummet" is the second cut. And some meadows are cut even more than that.
