In Germany, however, the Directive has yet to be transposed, despite the fact that the Federal Government submitted a draft law to this end last year which is currently under review in the Bundestag and Bundesrat, the lower and upper houses respectively. The biopatent debate in Germany is particularly controversial, even within the red-green coalition government. Die meisten EU-Staaten haben die Richtlinie inzwischen in nationales Recht umgesetzt, wenn auch teilweise – wie Frankreich, Spanien und Portugal – nur widerstrebend und mit Einschränkungen.
