Incorporate and transpose, as others have suggested, can also be found. Transpose is probably more accurate, but less colloquial. The UK government uses all three... ;-)

I think it's important to have "domestic" or "national", as that avoids confusion arising out of some pieces of European legislation having "direct effect" regardless of what national parliaments do.
