Explanation: "Refresher training can be conducted at the unit level".
I think this is a reference to unit level (a battalion?), not flight formation. Phil was right to throw up a red flag about the grammar issue.. And it looks like we're dealing with the same Bundeswehr context that applies to David's previous question.
We're wondering whether this thread will resolve now via "auto-closure" and the most-agreed (yet hideous) "formation flying" deemed the correct answer....?

I've found other references indicating that it means a unit of the Luftwaffe, but I don't want to steal your idea.
Because of your background in this field, and the fact that you're a native speaker and your answers are usually reliable, I find this one convincing. But I haven't seen Verband used in this way before. If you post an answer with references, you'll get my vote!
Formation flying would be Verbandsflug. Formation flying 'outside the commercial flying' i.e. in military flying is normal day to day business and has nothing to do with aerobatics. This is 'basic flying' taught in initial pilot training programs. Im Verband mostly refers to the wing/home station the aircraft model is stationed at or deployed to. So, when dropped out of the xy currency time frame the pilot needs to go through a recurrency program there.
