@ASKER: Thank you for your notes. I agree that the stated list is a table of countries with a completely different context. But the system for designated personnel and their ability/permission is nearly similar.

If you look at some tenders of the US AirForce or their career pages you can find something similar. There are tenders or job opportunity only for onw citizens, some for people residing in the US now and some for citizens of NATO countries and so on.
Additionally there is a spouse preference/veterans preference on some job opportunities. Just tried to "copy" that approach to your context. So I *would* use this term but surely its your text and you are free to choose any wording :-)

Asker: But this is a table of countries whose citizens require/do not require visas to enter Germany, which has nothing directly to do with permission to work, and refers specifically to visa requirements for Germany, not employment in the non-European country I am dealing with here.
