This is about a rotor blade, in connection with a weighing system for weighing rotor blades (cf. http://www.proz.com/kudoz/3608611 and http://www.proz.com/kudoz/3611386 ). I'm not sure how best to translate 'gespannt' here either (clamped?), but that may depend on what the Blattfahne is.
