After polling a number of Iranians on how this would be used, I can say the context can vary enormously from "laati" to rude to friendly.

It is one of those statements in any language that cannot be translated by only one statement in another language.

Various meanings in English depending on the situation:

Sit down and be quiet.
You don't know what you're talking about.
Stay where you are.
Don't talk trash.
What are you talking about?
Don't move, stay there.

Note: sit down and shut up would be pronounced "siddown 'n shuddup"
