1. За допунско Богданово питање (hereinafter referred to as „the Counterpart“) и 'малом Ђокици' је јасно да је то 'typo' – тј. да треба да буде „Counterparty“ (као што је и колегиница Милена лепо објаснила).

2. За основно питање „counterpart personnel“ нема никакве потребе инсистирати на ДОДАВАЊУ и речи 'Government' – тим пре што колега Богдан то није ни тражио. Očigledno je došlo do greške u izvornom tekstu, pa je umesto ‘Counterparty’ stavljeno ‘Counterpart’, što u ovom kontekstu može isključivo da podrazumeva kopiju ugovora. U svakom slučaju, vaše rešenje prevoda je tačno. S obzirom na prirodu dokumenta, možda ipak naznačiti klijentu grešku pošto nije nebitna.

зашто се замарати?

Питање се састоји од две речи? Погледај у било који речник те две речи и проблем решен! Не може бити једноставније.

Нема везе ако је "counterpart" у овом тексту заправо "the counterpart (the other contracting party) in this agrement with the Government" то ништа не мења, то је потпуно небитно ...

Како те не мрзи да толико, а и некоструктивно разглабаш – и то још крајње упорно на језику који ни теби, а ни свима нама који на било који начин овде учествујемо није матерњи? ;-)

У Богдановом питању нема 'Government', већ само 'counterpart personnel' – сигурно је проценио да ће 'Government' умети и сам да дода на неки од наших предлога превода само за 'counterpart personnel'. То, наравно, подразумева да и наши предлози треба да се уклопе у целокупни контекст (укључујући и 'Government...').

BTW, не сумњам да Богдану није јасно и оно што је теби 'not very clear', а да му и ту треба помоћ, тражио би је.

the meaning is slightly different

Government counterpart personnel = personnel from the institution that is the counterpart in this project on behalf of the Government (form this "Municipality and Public Utility Company of Republic of Serbia" whatever is it's exact name of it in Serbian) - IOW "counterpart" qualifies the "other side / the insitution", not the personel.

IOW it's the "counterpart institution" that in fact a "public company" (sounds like some kind of "комунално предузеће" or possibly some kind of ministerial department in charge of supervising all of them - not very clear) but I don't think that people working in this company are necessarily "civil servants",

As it turned out that it's not "counterpart personnel" but "counterpart institution" the idea of "equivalent rank / same job" makes no sense any longer.

both answers are plausible. But what is more likely:

"Government counterpart personnel" would probably not be literally "sent by the Government" but just civil servants (државни службеници)

I think that this "Government personnel" would be a "counterpart" in the sense that they are simply "the other part" of a combined private / public team - the part made of people employed by "the Government" (in practice = by any official body, so they would simply be "civil servants") - not "counterpart" in the sense that these civil servants must be of any "comparable rank" to people from the private company. As this team has to do some actual work (as in "on-the-job training") I wouldn't expect that they are much concerned about "parity of ranking" between the "private" and the "public" part of the team.

Any more context?
