In our interviews several remarks were made with regard to the attachment on salary, social security earnings and pensions. An attachment on two-third of the income or half in case of minimum salary is not always justified. Earlier this year in the Netherlands a study has been published on the (calculation of) protected minimum balance of the debtor in case of a periodical allowance such as pension and salary. Such a minimum allowance is common in European countries and is normally based on the social security allowance.

The ST is formulated in a strange way; what is basically meant is that if the debtor has some regular source of income, the debt collectors will help themselves from there.
But they can not take the whole of this regular income, they must leave to the debtor a certain minimum amount - a "minimum [monthly] allowance" (minimum koji se dopušta dužniku da zadrži za sebe = what the debtor is allowed to keep).
The amount of this "minimum allowance" i.e. amount that will not be taken away is equated to the "social security allowance" (= socijalna davanja za nezaposlene i sl.)
