disagree  Goran Stamenkovic: IMHO, ovde se nikako ne može upotrebiti genitiv, jer je tržište rada objekat, a ne "vlasnik" narečenih aktivnih mera.

Explanation:
Hmm... engleski jezik obožavam upravo zbog ove dvosmislenosti. Ima u tome, doduše, i malo mazohizma, jer upravo ta dvosmislenost nama, prevodiocima stvara najveću glavobolju.
Elem, budući da ne mogu sebi da predočim kako bi izgledalo nekakvo "pasivno" tržište rada, predložio sam prevod kao u dispozitivu. Sa druge strane, mere MOGU biti aktivne i pasivne.
