Proofreading an English text in which the author says:

"Scientia est potentia, aut potentia est scientia"

Just want to make sure it is correct. In the text the author reflects on what comes first - knowledge or power. It should probably be an interrogative sentence.

The final part is original, as far as I know. (And, in my opinion, a doubtful assertion :-)

I don´t hear it interrogatively.
