It's more a "watch" and "act" approach towards the security of the neighborhood.

But, if the 'neighborhood watch program' relates to just keeping an eye on the surrounding area where one lives, then 'program keamanan lingkungan' is sufficient.

There are other alternatives, of course, maybe others can supply the term you need and want to know.
