Menurut pemahaman saya,
attached staff = staf yg diperbantukan, artinya staf tsb sebenarnya tidak bekerja di instansi tsb melainkan bekerja di instansi lain. Karena instansi tsb memerlukan keahliannya, instansi lain ini memperbantukan salah satu stafnya ke sana. Dg kata lain, penugasan staf tsb bersifat membantu dan sementara.

Attached di sini artinya semacam dipinjamkan/ditambahkan atau memang dilekatkan/ditempelkan dari bagian lain. Dulu waktu saya kerja di BBc, saya pernah ikut program attachment, dari radio saya 'diattach' ke televisi. Selama kurun waktu tertentu sesuai perjanjian saya dipindahkan ke televisi, setelah selesai balik lagi ke departemen asal. Jadi memang seperti ditempelkan sementara.
