New to me, but sounds like the expression 'keterkaitan baik ke depan maupun ke belakang' which appears in this Kompas article of 2003, in a different context: http://www.kompas.com/kompas-cetak/0301/20/utama/adan01.htm
But for linkages, or linking, I see pengaitan used a lot.
I imagine the meaning is that the trainee is pulled along by the forward linkages and in turn pulls the rest of society forward via the backward linkages. Any one agree?

Dalam konteks ini, si trainee mengikuti pelatihan yg diadakan oleh A dan sekaligus juga bekerja di suatu perusahaan B berkat pelatihan yang didapatnya dari si A, dan saat ini dia masih mengikuti pelatihan yg diadakan oleh A meski sudah bekerja di perusahaan B, karena keduanya saling terkait dan mengisi.

  -> Thanks Rahmat. Perhaps just 'pengaitan'? - as in pengaitan gerbong. Keterkaitan sounds more like a connection which might or might not exist, whereas I think of a linkage as something deliberately provided.
