I think there is an Indonesian term that describes writable surfaces, such as note pads and envelopes, but not writing instruments such as pens and pencils.

But it slips my mind, and the only translation I can find in the dictionary for 'stationery' is 'alat tulis menulis,' which is not quite what I have in mind.

Personally I like that one. There is no restriction on the tools used (such as in alat/peralatan tulis-menulis) or on the place (such as in peralatan/perlengkapan kantor). Tulis-menulis according to KBBI covers all aspects in writing activity. The choice is yours.

I think that your own translation was correct already,you can also find it in www.kamus.web.id.For instance there are many shops selling "stationery"and where we will find pens, pencils,as well as notepads,blocknotes and envelopes,usually meant for offices.
